AB 2697: Support Testimony to Authorize Cannabis Drive-Throughs

On June 8, 2026, Amy O'Gorman Jenkins (Executive Director of the California Cannabis Operators Association) testified before the Senate Business, Professions & Economic Development Committee in support of Assembly Bill 2697 (Pellerin), legislation that authorizes drive-through cannabis sales where local jurisdictions approve.
CaCOA is a co-sponsor, and the bill recently passed the Assembly 55-9.
AB 2697 expands operational flexibility for licensed retailers. Curbside transactions are already legal under California law: customers can sit in their cars, complete a transaction, and leave without entering the store. AB 2697 structures that interact with a fixed, secure transaction point.
Amy's testimony on cannabis drive-throughs focused on safety: "Current curbside operations often require employees to leave the secured premises while carrying product and, at times, cash into parking lots. AB 2697 keeps employees inside the licensed facility, reducing exposure to theft and limiting unnecessary activity outside the store."
On the concerns raised: loitering is already happening through lawful curbside sales today. ID verification requirements don't change. Impaired driving concerns have no evidentiary basis tied to the purchase method. And local control is fully preserved because no city or county is required to allow drive-through operations.
Amy's bottom line: "AB 2697 is a modest, practical update that improves safety, supports regulated businesses, respects local control, and better serves consumers without compromising any of the safeguards this Legislature has already put in place."
