On June 8, 2026, Amy O'Gorman Jenkins (Executive Director of the California Cannabis Operators Association) testified before the Senate in support of Assembly Bill 2249 (Irwin), legislation that would regulate cannabis packaging and marketing to children.

We opposed the predecessor (AB 1207) in 2023. AB 2249 different. CaCOA has spent months working with Assemblymember Irwin. Analyzed hundreds of packages. Released a white paper. Negotiated. The final bill is narrower, more targeted, and fair.
