CaCOA members are committed to public health, consumer safety, youth protection, and community well-being while advocating for policies that foster a thriving, regulated market.
We bridge the gap between policymaking, community interests, and the sustainability of California's world-renowned cannabis industry, while championing strong labor standards. Our members also employ unionized workers, ensuring the industry's growth benefits businesses and communities.
MISSION: CaCOA's mission is to advance policies that create a functional, responsible, and accessible legal cannabis marketplace, prioritizing public health, protecting youth, generating vital tax revenue, and eliminating the dangerous illicit market. We unite California's licensed cannabis operators across the supply chain to advocate for common-sense regulations that balance consumer access with rigorous safety standards, ensuring that the industry thrives and grows responsibly.
VISION: CaCOA envisions a future where all adult Californians have safe, legal access to cannabis through a fully regulated supply chain—where tested, regulated products are the standard; communities benefit from cannabis tax revenue and meaningful employment opportunities; and California's cannabis industry stands as a model of responsible, inclusive, and sustainable business practices.
By building coalitions and partnerships with labor, public safety advocates, healthcare providers, and local governments, CaCOA is making California the gold standard for responsible cannabis policy and commerce by creating a framework that protects public health while ensuring industry viability for future generations.
As the nation moves toward federal legalization, we are committed to ensuring that California’s robust heritage industry is positioned to lead the national market. We will leverage our decades of expertise, innovation, and craftsmanship to set the standard for quality and integrity.
