The California Cannabis Operators Association (CaCOA) is the preeminent trade association on complex cannabis issues across the state. Our members are committed to fostering a unified voice for the cannabis industry that aims to be a pivotal force in shaping responsible policy, advocating for a stronger, more economically powerful industry, and ensuring sustainable growth and development. Our membership includes over 200 stores across more than 90 municipalities, providing access to cannabis in over 80% of the jurisdictions where cannabis can be sold legally today and serving more than 50% of the state's total population.

A thriving retail sector is the cornerstone of a strong and resilient supply chain. While founded by retailers, CaCOA aims to unify California’s diverse cannabis operators in advocating for policies and regulations that support the growth, sustainability, and success of the legal cannabis industry.

California cannabis has long been recognized as the best in the world. But due to a variety of challenges, not all Californians have legal access to cannabis despite statewide legalization in 2016.
CaCOA believes that California can be the single most valuable cannabis market across the globe, forever. But this requires thoughtful policy that recognizes the challenges and opportunities inherent in this emerging market and adapts to address them.
