Legislative Update: Where California's Cannabis Bills Stand in August 2026

California's Legislature has returned from its summer recess, marking the beginning of the final (and busiest!) month of the 2026 Legislative Session. Between now and August 31, lawmakers will make final decisions on hundreds of bills before sending them to the governor for consideration.
For California's licensed cannabis industry, the coming weeks will determine the fate of numerous proposals affecting enforcement priorities, youth advertising restrictions, hemp enforcement, testing standards, cannabis beverages, vape products, tribal commerce, and the illicit marketplace.
Since our last legislative update, many of these measures have changed significantly through committee amendments and ongoing negotiations. In several instances, CaCOA has been actively engaged in shaping those amendments on behalf of our members, while continuing to advocate for legislation that strengthens California's regulated cannabis market and improves regulatory accountability.

The report summarizes each measure's current status, highlights significant changes since our last update, identifies key issues still under discussion, and outlines CaCOA's position on each proposal as the Legislature enters its final weeks of session.
We'll continue providing updates as legislation advances through the final committee hearings, floor votes, and ultimately to the Governor's desk.
