CaCOA now positioned as California’s largest and most influential cannabis association
SACRAMENTO, Calif. – The California Cannabis Operators Association (CaCOA) announced today that Mammoth Distribution, one of the first vertically-integrated cannabis companies in the nation, Nabis, California's largest licensed cannabis wholesale platform, and Eaze, a pioneering cannabis delivery and retail company, have joined its growing coalition of businesses committed to revitalizing and protecting California's legal cannabis market.
"We're proud to welcome Mammoth Distribution, Nabis, and Eaze to CaCOA's coalition of industry leaders working to create a functional and sustainable cannabis market in California," said Amy Jenkins, Executive Director of CaCOA. "Their combined expertise, market reach, and data-driven insights will be invaluable as we fight to prevent the scheduled excise tax increase and enact policies that strengthen the regulated market. With these new members, we now represent businesses serving over 70% of California's cannabis consumers."
The announcement comes at a critical moment for California's legal cannabis industry, which has seen sales decline by 19% since 2021, while state excise tax revenue has fallen by 13%. Without intervention, the cannabis excise tax is scheduled to increase from 15% to 19% on July 1, 2025, a change that CaCOA and its members are actively working to prevent through the passage of AB 564 (Haney).
"California's cannabis industry stands at a critical inflection point, and it's never been more important for businesses across the supply chain to unify our advocacy efforts," said Alex Freedman, President of CaCOA. "Having industry leaders like Mammoth Distribution, Nabis, and Eaze join CaCOA demonstrates their commitment to the health and sustainability of California's entire regulated cannabis ecosystem."
Family-owned and operated, Mammoth Distribution was one of the nation’s first vertically integrated cannabis companies. Their diverse portfolio of brands can be found in 600+ retail locations across California, Nevada, and New York.
"We’re excited to join CaCOA to strengthen vital links in the cannabis supply chain through unified advocacy,” said Wesley Hein, Co-Founder of Mammoth Distribution. “CaCOA's focus on practical policy solutions and their proven track record of building coalitions across the industry make them the natural partner in our shared mission to create a sustainable, legal cannabis marketplace in California.”
Nabis distributes for more than 300 brands, supplies the entire network of state-licensed dispensaries across California, and represents approximately 40% of the state's legal cannabis distribution market.
"As California's leading cannabis wholesale platform, we have a unique perspective on the challenges facing cannabis brands and retailers across the state," said Jun Lee, Co-Founder and CEO of Nabis. "By joining CaCOA, we combine our market intelligence with their policy expertise to advocate for reforms that will revitalize California's legal market. The current tax burden and regulatory complexity are unsustainable, and we're committed to working alongside CaCOA to create an environment where compliant businesses can thrive."
Eaze recently secured $10 million in Series B funding and operates multiple delivery hubs and retail locations throughout California. Since its founding, it has completed over $1 billion in cannabis deliveries.
"Eaze is excited to join CaCOA at this pivotal moment for California's cannabis industry," said Cory Azzalino, CEO of Eaze. "We understand firsthand the importance of creating a regulatory environment that allows legal cannabis businesses to succeed. By uniting with CaCOA and fellow industry leaders, we can advocate for policy reforms that benefit consumers, businesses, and communities throughout California more effectively."
Today’s news positions CaCOA as the largest cannabis association in California, with operators across the supply chain, including retailers, distributors, manufacturers, and cultivators. The association’s unified voice represents over 300 operators across 125 municipalities, with members operating more than 475 licenses throughout the supply chain. Our retail members provide access to legal cannabis in over 85% of the state's authorized local markets through over 200 stores, serving over 50% of California's total population. Across the supply chain, members operate in more than 90% of the state's communities where at least one type of cannabis business is allowed.
"Our growing coalition proves that California's cannabis industry is ready to speak with one voice and push for meaningful policy changes," added Jenkins. "With Nabis and Eaze joining our ranks, we strengthen our position as the authoritative voice for cannabis in California as we work toward our shared vision of a thriving, regulated market that fulfills the promise of Proposition 64."
